The Basic Rules prescribe fundamental matters pertaining to compliance at the University of Tokyo with the aim of contributing to the sound and appropriate management of the University and the preservation of the University’s social credibility.
About Reporting and Whistleblowing
In order to keep actual infringement or violation of laws and regulations from occurring, it is important to make taking preventive measures part of one’s daily routine. The basic course of action driving the concept of compliance is that if something wrong occurs or is about to occur, you should immediately report the matter to your supervisor or instructor.
If you have a rational reason for being unable to report the matter to your supervisor or instructor, please instead contact one of the whistleblowing hotlines/centers listed below. Those who contact these hotlines/centers are protected by the University so that they will not suffer unfair treatment due to contacting them. In the unlikely event that one is treated unfairly because they contacted these hotlines/centers, necessary measures will be taken by the University to support and protect them.
The Whistleblowing Contacts, as Designated in the Basic Rules on Compliance:
- : For information on the violation or possible infringement of national and local laws and regulations and internal bylaws regulating the members of the University, use this Hotline.
- Research Funds Hotline: This Hotline is used for reporting on the wrongful use of public research funds.
- Committee on Standards of Conduct in Scientific Research: The Hotline provided by this Committee is used for reporting on issues regarding dishonesty in research papers and other irregular practices that infringe upon the standards of conduct in scientific research.
- Committee for Information Ethics: The Hotline provided by this Committee is used for reporting on issues regarding the use of computer resources (networks, computers, etc.) managed and operated by the University of Tokyo.
- Harassment Prevention Committee: The Helpline provided by this Committee is used for reporting on issues regarding harassment, similar issues to harassment that constitute an infringement of moral rights, and issues that originate in such infringement and harassment.
- Grievance Committee: The Helpline provided by this Committee is used for reporting on issues regarding work outside regular hours, the discretionary labor system for professional work and other similar issues.
- Disability Discrimination Case Resolution Committee: The Helpline by this Committee is used for reporting on issues regarding Discrimination against persons with disabilities arising out of the affairs or business conducted by the University of Tokyo.
