About the TCS
The Trilateral Cooperation Secretariat (TCS) is an international organization established with a vision to promote lasting peace, common prosperity and shared culture among the People’s Republic of China, Japan, and the Republic of Korea. The TCS was officially inaugurated in Seoul in September 2011.

About Secretary General Ou Boqian
Secretary General Ou Boqian has served as a senior career officer for years since she joined the Ministry of Foreign Affairs of the People’s Republic of China in 1989. She took up the appointment with the current position at the TCS in 2021. Ms. Ou served as Political Counselor at the Chinese Embassy in Australia (2003-2007), Counselor at the Policy Planning Department (2007-2008), Deputy Director-General at the General Office (2008-2013), Ambassador Extraordinary and Plenipotentiary of China to Grenada (2013-2017), and Vice President of Chinese People’s Institute of Foreign Affairs (2017-2021). She has a bachelor’s degree in law from Foreign Affairs University in Beijing and a Master of International Policy and Practice (MIPP) degree from Elliott School of International Affairs, George Washington University, Washington D.C., USA.

This seminar is organized with a GraSPP course, “Asia’s Geoeconomic Landscapes and Public Policy I.”
